The capacity to respond to the abrupt interruption of face-to-face activities due to the pandemic depends on a digital environment to which many have had to become accustomed in a very short period of time to guarantee pedagogical continuity. In this context, it is necessary to strengthen improvement plan models that allow Higher Education Institutions (HEI) to establish a roadmap aimed at establishing the necessary mechanisms to ensure the quality and relevance of a face-to-face, non-face-to-face and hybrid system.

It is in this context that the UNESCO International Institute for Higher Education in Latin America and the Caribbean (IESALC) responded to a call from the Peruvian Ministry of Education to offer, through the Program for Strengthening Improvement Plan Projects (PFPPM), guidelines for the development of academic and pedagogical competencies of teachers following the experience of the most advanced universities in response to Call 6 aimed at improving academic and pedagogical management of public universities.

During 12 weeks and 192 academic hours of training and technical assistance, the 42 managers of the 14 Peruvian public universities that are part of the program had personalized accompaniment by international quality advisors, to support them in the process of transforming university improvement plan projects and consolidate a leading team within the university that can design and implement continuous improvement plan projects.

General objectives

  • Strengthen the institutional capacities of public universities to develop improvement plan projects that allow the development of improvement processes in their academic-pedagogical management.
  • To understand change management as a constant and how agile methodologies are the reference framework for managing projects in changing contexts.
  • Apply the logical framework methodology as a technique for diagnosis based on the introduction to design thinking.
  • To highlight the importance of the Improvement Plan as an instrument of institutional orientation, coherent with the educational model and the strategic plan.
  • To recognize the monitoring and evaluation indicators as a strategy to validate the degree of compliance and impact of an Improvement Plan.
  • To analyze theoretical and practical elements for the elaboration of the budget of the Improvement Plan.
